PAST OFFICE BEARERS

The Office-Bearers of ICID shall be one President, nine Vice Presidents and one Secretary General. President and Vice Presidents are elected for three years tenure.

Mr. S.H.A. Begemann, Netherlands (1950-1953)

Mr. S.H.A. Begemann, born in 1884, graduate of Delft Technological University in 1907, a civil engineer, went to Indonesia in 1909. In the service of Civil Public Works Department till 1934, most of his career was devoted to irrigation, drainage and water management projects and problems, and to water conservation. He was involved in the building of three of the first reservoir dams for irrigation in Indonesia, including a hydraulic fill dam. Already as early as the nineteen-twenties, he paid special attention to water distribution and management in which, he had at heart, the interest of the small peasants. The importance of this aspect was later to be recognized by the development of specialists in "extension services". It was largely part to his increasing efforts that in not many other countries water distribution was carried out with so much care as in Mid-Java, the area of his charge. In view of the importance thereof he developed several accurate measuring devices with little head loss and automatic gates. The importance he attached to scientific research was demonstrated by his relentless efforts to develop a hydraulic laboratory and his study and publication on the application of stastical methods of hydrological data. After serving in an advisory capacity on several overseas projects, he became professor at Delft University, from 1938 till 1954, to teach irrigation at first, and later also hydro-electrics. In this assignment he was an active supporter of the ICID, which he served in several functions. In 1933 he was awarded the distinction of Officer in the Order of Oranje Nassau.

Mr. H. Suleiman, Egypt (1950-1954)

 

Hamed SuleimanMr. Hamed Suleiman (1891-1970) graduated in Civil Engineering from the London University. He embarked upon his career with the Ministry of Public Works, U.A.R., where he specialized in the design and construction of irrigation schemes and projects. He assisted in the construction of the Naga Hammadi Barrage on the main river Nile and in the remodeling of the Assiut Barrage. In 1946 he was appointed Under Secretary of State for the Ministry of Public Works and in 1952 became the Minister of Public Works, UAR. He held numerous top appointments in the international field including President ICID and Vice President ICOLD.

Mr. Walter E. Blomgren, USA (1953-1957)


1Mr. Walter E. Blogren was the first Chairman of US National Committee of the International Commission on Irrigation and Drainage, a former Vice-President of the Commission's Executive Council, and a member of the US National Committee on Large Dam - World Power Conference. When he retired in 1955, he was the Assistant Chief Engineer of the Bureau of Reclamation. During his career, he gained national recognition as an authority on water development engineering, especially in irrigation and drainage. His work included virtually every phase of investigations, project planning, and design of irrigation developments in the Western United States. He began his career by working during summer vacations, and joined the Bureau after graduation from college in 1914. His early work with the Bureau included directing canal and drain surveys, canal design, and drainage investigations. By 1920 he had reached the position of a division engineer in charge of construction. From 1920 to 1929 he worked for a consulting engineer, and for the Office of Indian Affairs. Rejoining the Bureau in 1929, he worked on preparing final plans for Hoover Dam. From 1935 to 1943 he headed the Central Designs and Estimates Group responsible for preparing preliminary designs, estimates, and reports on many Bureau dams and powerplants. In 1944 he was Regional Engineer in charge of design and construction for Region 7. In 1947 he was appointed Assistant Regional Director, and on September 19, 1949, he was appointed Assistant Chief Engineer of the Bureau. He was Vice-President ICID from 1953 to 1957.

 

6 Dr. Kanwar Sain, India (1954-1957)


1Born at Tohana (District Hissar) on January 2,1899. Dr. Kanwar Sain , was educated at D.A.V. College, Lahore and Thomson College of Civil Engineering, Roorkee. During his span of 80 years Dr. Kanwar Sain won great honours, including O.B.E., and Padma Bhushan. He was offered the Order of the Elephant by the Government of Thailand, but could not accept it, as he was serving with the United Nations. He was elected as President of Central Board of Irrigation and Power in 1953, Vice President of International Commission on Irrigation and Drainage 1954 and President of Institute of Engineers India in 1956. He was awarded Honorary Life Membership by the American Society of Civil Engineers and Honorary Life Fellowship by the Institution of Engineers India. His own alma mater, the University of Roorkee, conferred on him the Honorary Doocrate of Engineering. For nearly half a century, the name of Dr. Kanwar Sain has been a byword for river projects and development of water resources both in India and abroad. He was closely connected with major projects-from the Damodar Valley to the Rajasthan Canal, from Hirakud Dam, to the Narmada Project. Besides, he contributed his utmost in design and building up the Central Water and power Commission Dr. Sain's passionate involvement with his work - especially in saving Dibrugarh from floods and during the mishap at the Bhakra Dam, endeared him to his colleagues, both in India and abroad. His greatest achievement was his association with the Mekong Development Project for nine years as an UN expert. He has also been associated with the preparation of a Master Plan for the Development of the Narmada River.

Mr. N.D. Gulhati, India (1957-1960)

 

ND Gulhati

Late President Honoraire N.D. Gulhati was born in Lahore (now in Pakistan) on 15 November 1904. He took his technical education at the Thomson College of Civil Engineering, Roorkee (now Indian Institute of Technology, Roorkee) and passed out with honours in 1926. He was appointed to the Indian Service of Engineers in October 1927 and posted to the Irrigation Branch of the Public Works Department, Punjab. From August 1945 to March 1949, he was Secretary of the Central Board of Irrigation and Power.

 

In 1950 he was responsible, as the Chief of the Natural Resources Division in the Planning Commission, Government of India, for initiating proposals relating to the development of irrigation and power, soil conservation and mineral development in the First Five-Year Plan. He was made Chief Engineer and Joint Secretary in 1953 and Additional Secretary to Government of India in 1958. From 1952 until the lndus Waters Treaty was concluded in 1960 (and ratified in 1961), Mr. Gulhati was lndia's Chief Representative on the Indus Waters negotiations conducted under the aegis of IBRD. He represented India in many international engineering conferences.

He was awarded the high distinction of "PADMA BHUSHAN" by the President of India in 1961 "for distinguished services of a high order".

 

After retirement President Honoraire Gulhati worked as Water Resources Consultant to many State Governments in India and as Consultant to IBRD (1963), as Consultant to the International Development Association (1963-1973), and as Consultant to United Nations (Economic Commission for Asia and Far East, now ESCAP) in 1969.

 

He has been rightly called the "Father" of the International Commission on Irrigation and Drainage, as it was he who conceived this organization. The proposal of setting up of the Commission was mooted to the Government of India by him in 1946. The Commission was set up in the year 1950 and Mr. Gulhati was elected as its first Secretary General. He served ICID as founder Secretary General from 1950 to 1957, as Vice President from 1957 to 1960, and as President from 1960 to 1963.

 

Besides engineering and scientific papers contributed to the national institutes (e.g. Punjab Engineering Congress; Institution of Engineers, India) and the American Society of Civil Engineers, Mr. Gulhati had some 20 books and publications to his name.

 

Mr. Gulhati was always amongst the foremost supporters of ICID and did everything possible to promote the objects of ICID. He was the founder Editor of the ICID Bulletin. He was responsible for getting the land for the office building of the Central Office of the Commission in the prestigious Diplomatic Enclave. His mature leadership, dynamic personality and diplomatic and adroit handling of all matters won him universal respect and endearment with all the members of the International Executive Council.

Sir Ronald East, Australia (1959-1962)

 

1Sir Ronald East, Born on 17 June 1899 in Australia, Educated on scholarships at Scotch College, Melbourneand at the Melbourne University from which he graduated as Bechelor of Civil Engineering in 1922 and Master of Civil Engineering in 1927. Sir Ronald East was awarded (i) Kernot Memorial Medal (University of Melbourne) 1949 (ii) Peter Nicol Russel Memorial Medal (Institution of Engineers, Australia) 1957 (iii) Sir James Barrett Award (Town and Century Planning Associatioin) 1960 (iv) Cooper's Hill Mar Memorial Medal and Premium and Telford Premium (Institution of Civil Engineers) 1932. Prof. A.N. Ascochensky, USSR (1960-1963)

 

1Prof. Ascochensky was born in 1898 and graduated in 1925 in Hydro-technique from the Leningrad Institution of Railways. After graduation he worked in Central Asia as a Hydro-technical Engineer up to 1950. He was connected with research planning, design and construction of irrigation canals, irrigation works and hydro-electric stations. Simulteneously with these duties he also worked as Prof. In Tashkent Research Institute. He was elected as member of the Uzbekistan Academy of Sciences in 1943 and was Vice President of the Academy in 1947. Prof. Ascochensky joined the Ministry of Agriculture in 1950 in Moscow and worked there as Deputy Minister upto 1957. As Deputy Minister of Agriculture, he was overall incharge of irrigation and drainage development in the whole of Soviet Union. In 1956 he was elected a member of the Lenin Academy of Agricultural Sciences. In 1957, he left Ministry of Agriculture and joined the Academy of Agricultural Sciences as head of the department of irrigation and drainage, where he worked for a long time. He was also elected as a member of the Presidium of the Agriculture Sciences. Prof. Ascochensky remained President of the USSR National Committee of the International Commission on Irrigation and Drainage, and Vice President of IEC.

Dr. M.A. Hamid, Pakistan (1961-1964)


1Dr. Hamid started his engineering career in the Punjab Irrigation Department in 1932 and rose to the highest position of Secretary, to the Government of Punjab, Irrigation and Power Department, in 1947. In 1958 he was appointed Chairman, Central Engineering Authority and was later on designated as First Chief Engineering Adviser/Joint Secretary to the Government of Pakistan in 1959. Dr. Hamid represented Pakistan in a number of International Conferences. He served as Vice President of the International Commission on Irrigation and Drainage from 1961 to 1964. He also served as Vice Chairman of the International Commission on Large Dams from 1963 to 1966. In recognition of his meritorious services to the nation, he was awarded Sitara-a-Quaide Azam and Sitara-e-Imitaz by the Government of Pakistan. The University of Engineering and Technology, Lahore conferred on him the honorary degree of doctorate in Engineering in 1968.

Dr. Hitoshi Fakuda, Japan (1962-1965)


1After graduating from the Faculty of Agriculture, University of Tokyo in 1930, specializing in irrigation and drainage. Dr. Fakuda remained on the campus as one of the staff until retirement in 1967 after the services of 37 years to the University. Publishing more than 90 scientific papers and books. He enjoyed the opportunities of going abroad to survey irrigation and drainage works in about 70 countries and to make technical cooperation with many Asian countries. He attended ICID meetings very often since 1952 and served as a Vice President from 19 62 to 1965 as well as an advisor to FAO, Asian Development Bank often.

Mr. Jose F. Rebelo Pinto, Portugal (1962-1965)


1Mr. Jose F. Rebelo Pinto, MOE, MSICF, WAIPCN, Ground Officer of the Order of Infante D.Henrique, Commander of the Military Order of Christ, Commander of the Order of Civil Merit of Spain, Cjeva;oer de ;a Legion d'Jpmmeur, Prix des Machines Hydrauliques 1942, Prix Houdry 1956. Served at the General Direction of Hydraulic Services of the Ministry of Public Works of Portugal from 1933 to 1958, ascending to Chief Planning and designing engineer in 1945 and then to Director of the Water Power and Irrigation Department in 1950. In 1958, he was promoted as Superior Inspector of Public Works, in 1968 to the position of Inspector General and in 1971 as Vice President of the High Council of Public Works. Devoted most of his technical activity in planning, designing and construction of hydroelectric, irrigation and flood control schemes, having been more or less connected with the problems concerning all the hydraulics development in Portugal. Author of some important comprehensive plans for the development of water resources and of several technical publications and papers. Served the International Commission on Large Dams as Vice President from 1956 to 1958 and as President from 1958-1961; and the International Commission on Irrigation and Drainage as Vice President from 1962 to 1965, also served as Under Secretary of the State for Public Works from 1965 to 1967.

Mr. Yadava Mohan, India (1963-1966)


1Mr. Yadava Mohan born in 1906, had an excellent academic career. In 1928 he was recruited to the Indian Service of Engineers and joined the UP Irrigation Department. He served in UP (his home state) in various capacities till 1953., when he joined the Planning Commission , Government of India, in the Chief, Natural Resources Division. Mr. Yadava Mohan was elected in 1957 to the Office of the Secretary General, ICID a post he continued to hold up to 1963. He was appointed Member of the Central Water and Power Commission, Government of India in 1958, and the Chairman and Administrator, Rajasthan Canal Project at Jaipur in 1962. He was elected to the Office of Vice President of the ICID from 1963-1966, where he continued until 1966. All those who came in contact with Mr. Yadava Mohan during his tenures in offices remember his amiable personality and the efforts he made to raise the image of the Commission. He retired from active service in 1970 after a distinguished professional career of about 42 years.

Mr. R.J. Tipton, USA (1964-1966)

 

TiptonMr. R.J. Tipton (1893-1967) was Chairman of the Board of Tipton and Kalmbach, a consulting engineering firm which he founded and built up to eminence over the years. His firm was involved in the building of the Indus Basin Water Project in West Pakistan. Mr. Tipton served as an advisor to and helped negotiate many water projects and treaties including the Colorado River, the Laramie River, the Arkansas River, the Rio Grande, the Salt River, the 1944 Mexican Water Treaty, the 1960 Indus Waters Treaty, the Rio Grand Tri-State Compact, the Upper Colorado River Compact and the Pecos River Compact. He was also a member of many engineering and water organizations and at the time of his demise was Vice President of the American Society of Civil Engineers and President of ICID.

Mr. M.L. Xujati Kambhu, Thailand (1964-1967)


1Born in Bangkok, Thailand, on January 4, 1905 as the eldest son of H.E. the Late Major General Phya Surasena and Khun Ying Pha-ob Suroteno. Educated upto M.Sc. (London), entered the service of Royal Irrigation Department, Ministry of Agriculture, in 1930 working his way up until he was promoted to Chief Engineer and Director General. Apart from his numerous and normal duties, he was appointed Deputy Minister for National Development, firstly in 1964 and secondly under a new Government in 1969. He held this political post up to the date of his demise on April 13,1969. In addition to the assignments calling for his proceeding on trips abroad either as a delegate or as an observer, such as loan negotiations with the World Bank or other Institutions, he was invited by the World Bank to act as its Advisor on Irrigation and Agriculture, and by the Asian Development Bank to serve as a member of the Committee on the formulation of the Bank's policy. In 1964 he was elected Vice President by the conference of the International Commission on Irrigation and Drainage. Moreover, with his keen interest in the development of the country he was successful in setting up the country's biggest Bhumiphol Dam with hydro-power plant and many others as also three industrial companies i.e. Jolaprathan Cement Co., Ltd., Chemical Fertilizer Co., Ltd., and Thai Machinery Industrial Co., Ltd., with him as the Chairman under a separate Board of Division.

Prof. E.F. Mosonyi, Hungary (1964-1967)


1Prof. E.F. Mosnyi born on November 10, 1910. Graduated as Civil Engineer (Diploma) Technical University, Budapest (equivalent about to M.S.) in 1934. He was Professor of Faculty of Civil Engineering, University of Karlsruhe, Germany; Director, Research Institute for Hydraulic Structures and Agrocicultural Engineering, including the Theodpr-Rehbock Laboratory for River Management; Chairman of the "Committee for Diploma-Examinations" Faculty of Civil Engineering. He was author, Co-author and Editor of Several books written in Hungarian, German and English languages, in the field of water resources development, hydraulic engineering, Geology, Hydraulic structure and especially in Water Power Development. Further, besides more than 120 publications in various languages, he was Advisor to the German Science Foundation; Member, IAHR; Member, German Association for Irrigation; Special member, IWRA; Member, German Association of University Teachers and Chairman IHA.

Mr. G.E. Papadopoulos, Greece (1965-1968)

 

PapadopoulosA civil engineer from the Ecole du Génie Civil, Paris, Mr. Papadopoulos did his advanced studies on irrigation engineering as trainee of USBR. He was deputed by the Greek Government for studies of Reclamation techniques and practices en many countries of Europe, Asia, Africa and America. He has worked for 35 years in the field of reclamation with the Greek Ministry of Agriculture. He founded the Greek National Committee of ICID and it is through his initiative that Greece became a member state of ICID in 1957. He has authored more than 70 scientific and technical papers and was decorated by Greek Royal Orders apart from receiving many awards and citations for outstanding activities and service.

Dr. M.A. Salim , Egypt (1966-1969)

 

1Born on June 13, 1912. Dr. M.A. Selim was educated in Cairo Public School and graduated with top honours from Giza Engineering College Cairo University in May 1935 when he joined the Irrigation Service, the most important of Public Works in Egypt then. In 1937 he joined the Teaching Staff of his old college. In 1938 he was selected to go on a scholarship mission to the United States, where he got his Master's and Doctor's Degree in Irrigation from the University of California, Berkeley. From May 1941 to July 1943 he was Instructor, Mechanical Engineering Department. He later visited and worked on all big Western American Irrigation, Drainage, Large Dams and Power Projects, where he gained much experience and as a Member of the American Society of Civil Engineers, made many friends. On his return to Egypt he was Assistant and then Professor of Engineering in 1951. In 1952 he was Secetary General of the Production Council constituted to study and carry out all production schemes and projects, of which the High Aswan Dam is the Major Project to which Dr. Selim was entrusted with the studies, investigations, negotiations, design and construction till the day he passed away. During that long period, he was either a Technical Consultant, or a Director of many Scientific Institutions and Industrial concerns including the Suez Canal Authority from 1956 to 1962 and the Arab Committee of the Jordan River Projects. He was also President of the Egyptian Federation of Industries, Chairman of the Egyptian Society of Engineers and President of the UAR Organization of Chemical Industries. As a Secretary General to the UAR National Committee on Irrigation and Drainage and Grands Barrages, he attended many Congresses and Executive Meetings of ICOLD and ICID and took active part in their sub-committees.

Dr. M.R. Chopra, India (1966-1969)

 

1Dr. Chopra was born on the 18th August, 1906, at Lahore. He passed his Civil Engineering (Hon.) from Thomson College of Civil Engineering (Now Roorkee University), Rororkee, in 1929, with distinction. Joined the Indian Service of Engineers (Punjab Cadre) in 1930, and rose to the rank of General Manager, Bhakra Dam, in November 1958. After working in different capacities, especially in construction of Bhakra Dam for over 9 years, he was elevated to the post of Chairman, Central Water and Power Commission, Government of India in 1962 - the highest technical engineering post in the country in the field of irrigation and power - and was conferred the National Award of `Padma Bhushan' in 1967 for personal merit and commendable work on the design and construction of Bhakra Dam, and at the Centre. After retirement from Government service in 1966, he was appointed Vice-Chancellor, Roorkee University (1966-1971), and was given Doctorate of Engineering Honoria-Cause by the University. Worked as Assessor, Narmada Water Disputes Tribunal, Government of India. Was considered an expert on water resources planning and construction of big multi-purpose projects and, as such, remained a member of number of Consulting Boards of various major Irrigation and Power Projects in India. A Fellow of the Institution of Engineers (India), and a Fellow of the American Society of Civil Engineers. He has widely travelled to USA and Europe on various assignments, and headed the Indian Delegation to the Eighth Congress of the International Commission on Large Dams held in United Kingdom in 1964. He was President of the CBI &P in the year 1963-64, and Vice President of the ICID from 1966-1969.

Mr. K.K. Shubladze, USSR (1966-1969)

 

1Mr. K.K. Shubladze, born on August 17, 1907, a Hydraulic engineer, Assistant Professor and graduate of Agricultural Sciences, Honoured Irrigator of the Uzbek SSR, with a wide experience of work in water management organizations. He worked in the Uzbek SSR as Superintendant of the Water Project Construction, Deputy Chief of the Big Ferghana Canal Construction, Deputy Chief of the Big Ferghana Canal Construction, Leader of Mechanization Department of the Central Asia Irrigation Research Institute, Assistant Profesor of the Tashkent Institute for Irrigation and Mechanical Engineers, Minister of the Uzbek SSR Water Management, then as Chief of the Main Board for Water Management of the USSR Ministry of Agriciulture, Editor-in-Chief of "Guidrotechnika I Melioracla" Journal, First Deputy Chairman of the State Committee on Irrigated Agriculture and Water Management of the USSR. From 1965, Mr. Shubladze held the post of the First Deputy Minister for Reclamation and Water Management of the USSR. Side by side with his wide practical and administrative activities Mr. Shubladze took an active part in social work. He was Vice President of the International Commission on Irrigation and Drainage from 1966-1969, a member of Editorial Boards of "Guidrotechnika I melioracia" Journal and "Encyclopedia of Agriculture". He has 39 published scientific works devoted to Land Reclamation in the USSR and Water Projects Construction Status abroad, he is a member of USSR National Committee on Irrigation and Drainage, ICID and a member of the "Afghanistan - USSR" Society.

Mr. Frederik Lambertus Van Der Bom , Netherlands (1966-1969)


1Mr. Van Der Bom was born on 8 October 1902 in Amsterdam, Netherlands. Studied at University of Technology, Delft 1924 obtaining a degree in Civil Engineering. During 1925-1967 remained in Government's service, Ministry of Waterstaat (Public Works Department), respectively as Engineer, Senior Engineer, and from 1961 - as director of Zuiderzeewerken (In charge with planning and execution of the Zuiderzee Reclamation Scheme). 1952-1955 Secretary, 1961-1967 Chairman of the Netherlands Committee, ICID. 1966-1969 Vice President ICID. Since 1947 from time to time worked as Consultant/Advisor for hydraulic and related problems in several countries.

Prof. M. Holy, Czechoslovakia (1967-1970)

 

HolyProf. Holy has been engaged in the questions of water management, irrigation, drainage and water erosion. In 1957, he founded the Czechoslovak National Committee of ICID, and under his guidance were organized the Soil Water Symposium (1957), the International Seminar on Irrigation, Drainage and Flood Control (1958), the Conference on Economic Quantity of Irrigation Water (1961), Symposium on Large-area Spray Irrigation (1964) and the Water Erosion Symposium (1967). Also preoccupied with the problems of human environment, he founded the Cabinet on Human Environment at the Technical University of Prague in 1969, and became President of the Scientific Council for Human Environment. He held the membership of many prestigious professional bodies including the International Water Resources Association and the International Society of Soil Science.

Mr. Kemal Noyan, Turkey (1968-1971)

 

1Mr. Kemal Noyan was born in 1920 in Turkey and graduated in 1943 from the Faculty of Civil Engineering, Istanbul Technical University, with M.S. Degree in Hydraulics. After the graduation he started to work on Irrigation and Drainage and had an additional training in the United States at Bureau of Reclamation Training on Irrigations and Dam Engineering. After returning to Turkey he was engaged in several multi-purpose water development projects. He has a wide relationship with many countries in respect of Irrigation and Drainage and Large Dams and worked as President of Turkish Civil Engineers Association between the years 1961-1963; Vice President of the International Commission on Large Dams 1965-1968; Chairman of the Turkish National Committee of the World Energy Conference between 1967-1968; Vice President of the International Commission on Irrigation and Drainage between 1968-1971 and as Chairman of Turkish National Committee of the World Mining Congresses starting from 1973 which office he still occupies. In 1944, he conducted Engineering works on Hydro-Electric Irrigation, Drainage and Water supply projects. In 1952, he joined the General Directorate of Etibank and worked as Director of the Research and Planning on Mining and Energy between 1962-1963. In 1963, he established Entopsu Engineering and Consulting Company and worked as its Director till 1965. Between the years 1955-1969 he continusulsy worked as Chairman of Turkish International Committee on Large Dams. Between the years 1965-1968 he worked as Under-Secretary of Turkish Ministry of Energy and Natural Resources, and was assigned in September 28, 1968 as President of Black Zee Copper works Corporation which he still occupies.

After 1969 he was Irrigation Advisor to the Ministry. While in charge of above, responsibilities of Chairman to Sudan National Committee on Irrigation and Drainage and Sudan National Committee on Large Dams and President of the Permanent Joint Technical Commission for Nile Waters. A past President of Sudan Engineering Society. He was member of various technical and scientific committees related to irrigation and hydrology, Member of American Society of Civil Engineers, Institution of Civil Engineers (British) and American Geophysical Union. He was Vice President of the ICID from 1968-1971.

Mr. Peter Adamson Scott, Great Britain (1969-1972)

 

1After graduating from Edibnurgh University in 1926 with honours degree in Civil Engineering, P.A. Scott Joined the London firm of Consulting Engineers now known as Sir William Halcrow and Partners, where he retired as Senior Partner in 1973 and became a Consultant to the Firm. His early experience was in Hydro-electric and port engineering, during his first twentyone years with the said Firm he spent fourteen years in the development and operation of major overseas ports in Beira (Mozambique) and Rangoon (Burma). On his return to the UK in 1946 and his appointment as a Partner in his Firm, the duty of conducting the large overseas development projects following ending of the second world war devolved largely upon him. Starting with the rehabilitation and expansion of the Libyan Ports of Tripoli, Benghazi, Derma and Tobruk and other smaller ports, he was in charge of development projects of the new Ports of Kuwait, Dubai Sharjah, Jeddah (Saudi Arabia) and Tema (Ghana). During this period (1948 onwards) he was also responsible for the conduct of major river basin investigations and developments involving hydro-electric power, irrigation, water supply and flood control in Ghana, (Volta River Project), Malawi (Shire Valley Project), Guyana (Black Bush Folder, Tapakuma Irrigation etc.) Tanzania (Oabgani Rivers Basin Project and Luichi Delta Development), Antigua and other Caribbean Islands and, in South Africa, the 82 km. Long "Orange-Fish" irrigation tunnel. In the UK he was responsible for two of Britain's highest dams, and for railway and other tunnels, as well as for major dock and harbour developments. He has played an active role on councils and committees of many national and international professional bodies and has contributed technical papers to them on matters of engineering interest. His connection with the International Commission on Irrigation and Drainage dates from its inception in 1950 when he represented the Institution of Civil Engineers on a UK Government Committee set up to consider the Indian Government's proposals to create this new International Commission.

1Mr. Moreno was born on February 10, 1905 at Cje;es (Badajoz) , he studied at the Badajoz Institute, at the Civil Engineering College and the Central University of Madrid where, in 1926 and 1928 respectively, he obtained the Degrees of Civil Engineer and Lawyer. Apart from many other post-graduate studies, he also studied Sanitary Engineering, Economics and Administrative Law at the Central University. In 1932, he was Secretary of the Badajoz Hydraulic Works Board which proposed an Irrigation Plan, covering an erea of 3000,000 hectares, according with which, were authorized the works affecting the Cijara Dam (1933). Project and works manager for the Entrepefias Reservoir on the river Tagus. Also manager of the Estremera Canal. President of the Irrigation Commission of the I and II Development Plans, which involved the instalation of irrigation works covering an area of more than 450,000 hectares (1962-1969). Head of Technical Advisory Staff of the Ministry of Agriculture (1965-1969). Director of the Guadiana Hydrographic Confederation (1963-1971) which was mainly responsible for the Banadajoz Plan (140,000 hectares). Vice President of the ICID frpm 1969-1972. Secretary of the Spanish National Committee (1955-1974) and President of the same (1974-1976). President of the Public Works Council "Consejo de Obras Publicas". Member of the ASCE in New York, ASAE in Michigan and AIRH in Arhem.

Member of the National Water Conference. Member of the Technical Administrative Committee of the "Magistrato Acque Venezia". Monsieur R. Samama, Tunisia (1969-1972)

 

1Monsieur Samama etait Vice President de la Commission Internationale des Irrigations et du Drainage de 1969-1972. Ne le 19 Janvier 1926 a Tunis, apres des etudes secondaires brillantes au Lycee Carnot, il integra le Lycee Janson de Sailly en Francde pour ac presenter au concours des Grandes Ecoles d'Ingenieurs. Diplome en 1951 de l'Ecole Centrale de Paris, il fut recrute a ka mime date par la Direcction des Travaux Publics au Service des Etudes et Grands Travaux Hydrauliques et nomme en 1956 Ingenieur Principal a dater de son recruitement. De 1957 a 1967 il fut nomme a la tete la Divison des Grands Travaux et charge de l'execution de tous les grands projets hydrauliques intersant la mise en valeur du pays, et la protection contre les inondations. Pour tous ces projets, il assura la direction, la coordination des etudes, ;e oamce,emt d'appels d'offeres internationaux et les travaux dans tous leurs aspects tant techniques au'administratifs. En 1968 il lui fut confie la Direction de l'Hydraulique et de l'equipement Rural qui comptait un effectif de 600 [erspmmes dpmt 90 omgemoeirs. En 1972, il accida au grade d'Ingenieur General, a la tete de la Direction des Etudes et des Grands Travaux Hydrauliques.

Mr. Wayne D. Criddle, USA (1970-1973)

 

1Mr. Wayne D, Criddle is President of Clyde-Criddle-Wppdward, Inc., Consulting Engineers of Salt Lake City, Utah, USA. He spent 20 years in teaching and irrigation research. He has served as engineering consultant on the Jordan River problems in the Middle East and on division of the waters of the Indus River between India and Pakistan. He was responsible for setting up the water requirements for many of the irrigated lands in the lower Colorado River Basin and such uses were adopted by the US Supreme Court in Arizona vs. California. He has worked on irrigation, water conservation and related problems throughout the western United States and in many countries of Europe, Middle East, Africa, Southeast Asia and Central and South America. He is co-author of the Blaney-Criddle method of computing water requirements that has been used widely throughout the world for water resource planning and development. He holds membership in various professional societies. He has served as Chairman of the US Committee of ICID and as a Vice President of the ICID from 1970-1973.

Mr. S.K. Jain, India (1970-1973)

 

1Mr. Jain was born on 17 January 1916 in Delhi, Mr. S.K. Jain did C.E.(Hons.) from Thomson College of Civil Engineering, Roorkee in 1936. He joined the UP Irrigation Department in 1939, and rose to the rank of Chief Engineer in 1965, after working in different capacities. In 1967 he was appointed Chairman, UP State Electricity Board. In March 1969, he came to the Centre on deputation as Member, Water and Power Commission. In March 1970, he was elevated to the Office of Chairman, Central Water and Power Commission, the highest technical engineering post in the field of irrigation and power in the country, and was conferred the status of Ex. Officio Secretary to the Government of India in February 1973. He retired on 17th January 1974. Mr. Jain visited UK, USA and other European countries a number of times and his last vist to UK was in June 1971 when he went there to attend the IEC Meeting of ICID as its Vice President. Mr. Jain was the President of Central Board of Irrigation and Power in the year 1970 and Vice President of ICID from 1970-1973. Mr. Jain is a member of the Indian Geo-technical Soceity, and fellow of Institution of Engineers (India) and Indian Standard Institute. In January 1963, he was awarded "Padma Sri" for personal merit and commendable work on the design and construction of Rihand Dam.

Dr. Ing. Stoiko Zdravkov Tsanov, Bulgaria (1970-1974)

A termine avec la mention "Tres bien" ses etudes secondaries et apres concours, passe avec succes, devient etudiant boursier a l'Institut Superieur de Genie Civil, le terminant avec succes en 1953. Est entre au service de la Direction "Ressources en eaux", ou il s'occeupe de travaux scientifiques. De nouveau, apres concours il part pour Moscou pour preparer et defendre avec succes son Doctorat en problemes de l'irrigation par aspersiion. Apres son retour en Bulgarie il devient ingenieur en chef du service "excploitations des systemes d'irriation". Dana la periode 1959-1967 sous sa direction toute une serie de projets d'irrigation et de mise en valeur et bonification des terres est mise a l'etude et en execution. Sous sa direction pour premiere fois dans le pays est pose le debiut du travail de recherches scientifiques, d'etude et d'investigation dans le domaine de l'irrigation par aspersion. De 1968 a 1974 il est chef d'organisation la plus importante du pays sur les problemes de ressources en reaux et d'amenagement hydraulique - l"Institut de Designers d"Etat "Vodproekt". Il est membre de plusieurs commissions gouvernmentales pour la prestation d'assistance techniqwue aux pays en voie de developpement. Sous sa direction personnelle sont elabores plusieurs projets importants pour l'etranger.

Dr. H. Zolsmann, Germany (1972-1975)

 

1Mr. Zolsmann was born on 10 April, 1920, studied at the Technical University Munich and graduated there in 1948 with the degree "Diplom-Ingenieur" for civil engineering. He started his career in water resources administration of the federal state of Bavaria, where in 1950, he underwent successfully the government examination, to entitle him for senior government service. Between 1951 to 1958 he was employed in the water administration office of the district Weilheim/Upper Bavaria. In October 1958 he accepted the offer of assignment by the Federal Minister of Food, Agriculture and Forestry in Bonn up to 1975 as Chief of the division of Water Resources, agriciultural water engineering and coastal protection. In April 1975 he was promoted head of the sub-department "Rearrangement in Rural Territory".He was active member of the Board, or Chairman, in numerous national associations and participates in the work of several international organizations. He was Chairman of the German National Committee of ICID and Vice President of ICID from 1972-1975.

He was awarded Doctor Honoris Causa by the Delft University of Technology, The Netherlands. In this assignment he was an active supporter of the ICID, which he served in several functions. Mr. Maurice N. Langley, USA (1973-1976)

 

1Mr. Langeley received his B.S. Degree from Colorado State University, Fort Collins, Colorado. He has 35 years of professional experience in water and land resources activities with Colorado State University. He is the author of over 50 publications and special articles on water and land resources and has acted as a consultant to a number of foreign countries. From 1956 to late 1958, he was Chief of the Operations Division in charge of all land and water activities related to the operation, maintenance, drainage land classification etc. of irrigation projects in Southwestern Arizona and Southeastern California serving water to some 7000,000 acres. He received an incentive Award, an outstanding Service Award, and the Department of Interior's Meritorious Service Award. In 1959 Mr. Langley joined the Commissioner's staff of the Bureau of Reclamation in Washington, D.C. and shortly thereafter was appointed Chief of the Operations Branch in the Division of Irrigation and Land Use. During the period that he was Chief of the Division, he also served as the Department of Interior's representative on the FAO/UNESCO Source Book on Irrigation and Drainage Saline and Alkaline Soils; was Chairman of the Department's Reservoir Water Quality Management Task Force; was a member of the National Technical Advisory Committee on Water Quality Criteria; served as a collaborator for the US Department of Agriculture's water conservation Laboratory at Pheonix, Arizona; took a leading role in the 1967 International Water for Peace Conference in Washingdon D.C., and carried out numerous other special assignments. In 1968, he was awarded the Department of Interior's highest award - its Distinguished Service Award. He was Vice President of ICID from 1973-1976.

Prof. John L. Bogardi, Hungary (1973-1976)

 

1Dr. Bogardi was born in 1909 at Torda, Hungary. He graduated and obtained certificate in Civil Engineering at the Budapest Technical University in 1931. From 1932 to 1940 he was with the Hungarian River Engineering Service. In 1937 and 1938 he conducted post-graduate studies at the Graduate College, State University of Iowa City, USA, where he obtained a Master of Science degree. From 1945 he was Director of the Hungarian Hydrographic Institute; subsequently, from 1953 to 1962, department head at the Research Institute for Water Resources Development, Budapest, Hungary. He obtained the Dr. Techn Degree in 1943 at the Budapest Technical University, where he became associate professor in 1948. In 1952 he was awarded the degree of Doctor Return Technicarum by the Hungarian Academy of Sciences, of which he was elected a corresponding member in 1962 and as a regular member in 1973. In 1962 he became full time professor at the Budapest Technical University. From 1958 to 1965 he was President of the Hydrometeorological Commission for Europe of WMO. He was member of several international scientific associations and committees. He is actively engaged by several specialized agencies of UNO, FAO, WMO , IAEA, UNESCO for which he has acted repeatedly as an expert. He was Vice President ICID from 1973-1976.

Mr. J.P. Naegamvala, India (1973-1976)

 

1Mr. J.P.Naegamvala was born in Poona on 27 February, 1919 and was educated in Poona and Bombay. He took his B.E. degree in Civil Engineering in 1940 after a brilliant academic career. He is a Fellow of Institution of Engineers (India) and the American Society of Civil Engineers. He was member, Central Water and Power Commission. Prior to April 1970, he was Chief of Irrigation Division of the Indian Planning Commission. He was Chief Engineer (Irrigation Projects) and Joint Secretary to the Government of Gujarat and was associated with the major irrigation development in that state. He was Professor and Head of the Department of Civil Engineering at the College of Engineering Poona. He was Vice President ICID from 1973-1976.

Dr. T.H. Anstey, Canada (1974-1977)

 

9Dr. T.H. Anstey received his B.S.A. and M.S.A. degrees from the University of British Colombia, Vancouver, Canada. His doctoral degree was awarded by the University of Minnesota, St. Paul, USA. He has spent his professional career with the Research Branch of the Canada Department of Agriculture, first as a research horticulturist at Agassiz, B.C. followed by a series of station directorship, and for the past five years as Assistant Director-General (Western) Research Branch, Commencing in 1952 as Director, Research Station, Summerland, B.C. Dr. Anstey had responsbility for the free fruit research program in an arid irrigation-dependent environment. From1959-1969, as his association and knowledge of both irrigation and drainage expanded he became Director of Canada's major irrigation station situated at Lethbridge, Alberta. It was during this period that Dr. Anstey was appointed Chairman of the Canadian National Committee. He has been actively involved with professional agricultural associations in Canada having held several offices in the Agricultural Institute of Canada and was its national President in 1970. He was Vice President of ICID from 1974-1977.

Mr. R. Darves-Bornoz, France (1974-1977)

 

Darves-BornozMr. Darves-Bornoz spent his entire career as agriculture engineer in the service of the Ministry of Agriculture, Republic of France. Between 1956 and 1977 he published 120 articles on water issues - irrigation, drainage and water management. He was actively involved in the training of experts, bilateral and international technical cooperation, and participated in many national and international conferences and colloquia. He also served as expert to the FAO and the World Bank. He regularly participated in ICID activities for over a period of 17 years and served also as Secretary General of AFEID.

Ingenieur en Chef du Genie Rural. Par allieurs, M. Bekkali a ete charge a computer du 10 Novembre 1971 de celles de Directeur de l'Enseignement Agricole et de la Formation professionelle. Il est, en outre, President du Comite National du Projet MAB (homme et Biosphere) dans le cadre de l'UNESCO, Vice President de l'ICID 1974-1977, membre du Comite de reduction de la revue "Hommes, terre et eaux".
